For fiction writers, this is only important if you write, for example, historical fiction and want to clarify why you took creative license in your story or want to discuss something of interest or importance. This section can also be called Author Notes and added to the back matter to save space in the front matter. As you say, readers will often bypass too much front matter to get into the story itself, especially with ebooks.
